Right to Information Act 2005

Module: Right to Information ACT 2005

Introduction:

As a part of our fellowship program we had a RTI module for three days. Mr. Ashuthosh and Mr. Thippanna from APNA IT were the resources persons for this module.

This Act is a weapon to fight against corruption and to bring transparency in Public authorities. This Act came in to existence on 15th June 2005 in India except Jammu and Kashmir.

Public authority (where we can get information)

Authority established

  • Under Constitution
  • Law made by Parliament
  • Law made State Legislature
  • Institutions financed by Government directly or indirectly

 

Information means:

Records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, Logbooks, contracts, reports, papers, samples, models, data material held any electronic form and information relating to any private body which can be accessed by public authority.

Suo-Moto, Section 4 (1) (B) its a self declaration by a public departments under this Act. This information should be with department within 120 days of Act existence. Under this act you can get information about department. It contains 17 points of basic information. There will be no application charges for this information but person has to give money for information he or she gets.

Section 6 (1): under this section person can get particular information from the organization. For this information we have to pay Rs. 10 of postal order. There is no specific format to apply for the both under 4 (1) (B) and 6 (1).

Whom to contact: There should be a Public Information Officer (PIO) in every office of Government offices, in case of his/her absence or leave there Assistant PIO has to take the application.

Application should include person address, if possible email address or phone number. The content should be clear what you need exactly.

Duration:

Within 30 days of application date the information has to give. If information not reached to the person with in the period the concerned authority will be responsible and the information should be given free of cost.

Rejection of Application:

At any circumstances authority cannot deny information except if effects on integrity of the nation, and includes security information, Intellectual property, foreign confidence, ongoing investigation details, cabinet meeting the application can be rejected.

Holi


Dear all

Holi is the Festival of Colours, is a popular Hindu spring festival observed in India, Nepal, and countries with large Hindu diaspora such as Suriname, Guyana, Trinidad, the UK, Mauritius and Fiji. In West Bengal of India and Bangladesh, it is known as Dolyatra (Doljatra) or Boshonto Utsav ("spring festival"). (source: wikipedia)

On 15th March we DFP fellows celebrated holy festival.

Dear all

Dr Hiremat, Neuroclinical psychiatrist, was here on 6th March founder of Manovikas. Manovikas is an institute for rehabilitation center for mentally retarded children. He said that his daughter is the inspiration for starting this special school as she suffered from meningitis and died in the year of 1994. During that time he was working for an USA agency. He resigned the job and started Manovikas in 1994. He started a small day care center with two rooms from 10.30am to 4.30am for retarded children. It has become a residential school by 2003.

Reasons for the Development of mental retard

  • Age of the mother
  • Mental & physical health of the mother
  • Genetic abnormalities
  • Mother’s addiction to drugs
  • Malnutrition
  • Half attempted abortion
  • Use of unpriscribed drugs
  • Accidents
  • Epileptic attack by hormonal change
  • Forceps delivery (80%)
  • Anoxia
  • Prolong delivery
  • Cesarean (2%)
  • Low birth

Functions of Manovikas 

The functions of Manovikas as follows

Visiting the villages & building the awareness: This includes early identification, facilities available from the government, diagnosis & issue of certification.

Convergence service: They have adopted 7 villages of Kanpur taluq, each village is having some SHGs which helps in the taking care of the children, for this parent of the children are charged Rs2/-

  • Upanayana:  Here they train the parents as co-therapists. Different therapies will be given to the child. Like,
  • Hydro therapy
  • Sand therapy
  • Jump fit therapy
  • Multisensory stimulation therapy
  • Squint correction therapy
  • Physiotherapy
  • Vita therapy
  • Speech therapy
  • Drooling therapy

   

Special education system: Here level assessment of the children is done by check list. They follow the individual rehabilitation program (IRP), in which each child will be having its own

curriculum. Basic knowledge like Time, Money, Writing name, Signature was taught to the students. For female domestic ability development program is also conducted. Music therapy, sports, yoga, dance is also part of the school activities.

Residential service: They teach self help skills like, Toilet training specially reporting, eating, bathing, grooming, for female menstrual hygiene. They also take children for excursions.
